If you plan to immigrate to Canada, work as a skilled worker in Canada, or study as an international student in Canada, you will need to undergo an evaluation of your foreign education. There are several organizations that provide assessments for foreign education, and ICES is one of them.

What is ICES?

In this context, ICES refers to the International Credential Evaluation Service, an entity authorized by Immigration, Refugees and Citizenship Canada (IRCC) to evaluate the equivalence of foreign education with the Canadian education system.

Established in 1995, the International Credential Evaluation Service (ICES) facilitates the recognition process for individuals pursuing their career and educational aspirations in Canada. ICES assesses education obtained outside Canada, offering a comprehensive comparison to the broader Canadian education framework. It provides a general overview of the levels of study.

Additionally, ICES determines whether the institution and program meet Canadian standards. As a government-designated organization, ICES operates to the advantage of internationally-educated applicants throughout Canada.

Why is an Educational Credential Assessment (ECA) from ICES necessary?

ICES provides evaluation reports to assist employers, government bodies, educational institutions, and regulatory bodies in making informed decisions regarding admissions or hiring. It's important to note that an ECA is advisory in nature and does not guarantee admission to educational institutions or employment in Canada.

An ECA report from ICES is instrumental in supporting individuals in pursuing various objectives abroad, determining whether their credentials meet the requirements for admission, employment, or licensure in Canada. While ICES evaluates credentials from all countries, specific requirements may exist for certain countries.

Typically, ICES assesses the highest degree held by the applicant for the ECA report. For example, if you possess a Master's degree, you only need an assessment for that specific degree, and there is no requirement for assessing your Bachelor's degree in such cases.

It's important to note that ICES exclusively evaluates international academic credentials, and it does not handle assessments for professional qualifications or trade certifications.

What types of Educational Credential Assessment (ECA) reports does ICES provide?

ICES offers three categories of ECA reports:

  1. Immigration ECA
  2. Comprehensive ECA, suitable for work overseas or study abroad
  3. Basic ECA, designed for general employment purposes
 

How can you obtain an Educational Credential Assessment (ECA)?

Follow these step-by-step instructions:

1. Choose the appropriate report

2. Fulfill the specified requirements

3. Familiarize yourself with the ECA cost from ICES

4. Submit your application

STEP 1: Choosing the Appropriate Evaluation Report Opt for a basic Educational Credential Assessment (ECA) when specific details about individual subjects are not required by an employer or immigration authority.

Consider a comprehensive ECA when a more detailed report is necessary for the organization or employer.

For those planning to immigrate to Canada through the Express Entry route, an immigration ECA is mandatory.

STEP 2: Fulfilling the Criteria

Choose your preferred submission method to meet the requirements. You may opt to have your institution send a complete set of official documents directly to ICES.

Alternatively, you can personally submit a full set of your original documentation, which should include your academic record (transcripts, etc.) and the document issued upon course completion, such as a degree certificate.

STEP 3: Familiarize yourself with the ECA fees from ICES The specific charges imposed by ICES will be relevant to each assessed educational credential.

   Basic Report: CAD128 per educational credential

   Comprehensive Report: CAD230 per educational credential

   Standard Report – ECA for immigration: CAD200 per educational credential

Delivery Charges

   For US and international courier: CAD75

   For domestic courier within Canada: CAD26

STEP 4: Submission

Alternatively, you may submit your application for an Educational Credential Assessment (ECA) through ICES by using a printable mail-in application.

If online application is not feasible, please send the required documents to:

The processing duration for your application will align with the current volume of applications managed by ICES. There is no option for expedited or fast-track services.

 

The timeline for obtaining a specific ECA Report from ICES will be computed from the day when all required items, including fees, are received in full.

 

It’s important to note that the processing time does not encompass the duration it takes for the report to be delivered to you, whether by mail or courier.

External factors such as challenges posed by COVID-19 prompted the introduction of new timelines effective April 1, 2021.

 

All immigration ECA applications submitted after April 1, 2021, will be processed within a 30-week timeframe, in contrast to the previous 20-week processing period.

 

For those applying for general purposes, not related to immigration, the estimated processing time ranges from 4 weeks (for a Basic Report) to 7 weeks (for a Comprehensive Report).

 

While ICES is one of the organizations offering assessment reports for foreign academic qualifications, it’s essential to recognize that it is not the sole entity providing such services.

How can you obtain an Educational Credential Assessment (ECA)?

If you intend to pursue a career in a regulated profession, you may need to undergo an assessment conducted by a specific designated organization.

For individuals classified as Physicians under NOC 3111 or NOC 3112, as outlined in Canada’s National Occupational Classification (NOC) matrix, obtaining an Educational Credential Assessment (ECA) from the Medical Council of Canada is a mandatory requirement.

The Canadian NOC serves as a comprehensive database, encompassing all occupations within the Canadian labor market, including detailed information on job titles and role specifications.

Specialist Physicians fall under NOC 3111, while General Practitioners and Family Physicians are classified under NOC 3112.

Pharmacists, falling under NOC 3131, also need to obtain a license before they can practice in Canada. Those aspiring to work as pharmacists must undergo an assessment by the Pharmacy Examining Board of Canada, the professional regulatory body for pharmacists.

If your profession does not necessitate a license for practice in Canada, you can opt for an assessment through any of the other organizations designated by the Immigration, Refugees, and Citizenship Canada (IRCC).
