Canada-BCPNP (British Columbia Provincial Nominee Program)

National Occupational Classification
5/5 - (1 vote)

British Columbia, located on Canada’s western coast, stands as one of the premier destinations for Canadian immigration, primarily due to its robust economy and high demand for skilled labor.

The BC PNP, or British Columbia Provincial Nominee Program, represents a pathway for aspiring immigrants and skilled entrepreneurs to establish permanent residency in Canada, specifically within the province of British Columbia. This program is designed to expedite the immigration process for individuals looking to settle in the province and acquire Canadian Permanent Resident (PR) status.

Operated in partnership with IRCC (Immigration, Refugees and Citizenship Canada), the federal immigration department, the BC PNP follows a two-stage application process. First, applicants must submit a nomination application to the Provincial Government. Once nominated, successful candidates can proceed to apply for Permanent Resident status through the Federal Government.

The BC PNP encompasses three primary immigration pathways:

Skills Immigration (SI) Stream:

Geared towards skilled and semi-skilled workers in high-demand occupations within British Columbia. Includes various categories such as the Skilled Worker, Health Care Professional, International Graduate, International Post-Graduate, and Entry Level and Semi-Skilled Worker categories.

Express Entry British Columbia (EEBC):

Aligned with the federal Express Entry system, offering a swift route for nominated skilled workers. Categories within EEBC include Skilled Worker, Health Care Professional, and International Graduate, among others.

Entrepreneur Immigration (EI):

Targeted at experienced entrepreneurs interested in actively managing businesses in British Columbia.

Sub-categories encompass the Entrepreneur and Regional Pilot categories.

In addition to these streams, the BC PNP offers specialized programs like the Tech Pilot, aimed at IT and Tech workers seeking Canadian PR status.

The program also utilizes the SIRS (Skills Immigration Registration System) for certain streams, where candidates create a profile and receive scores based on factors like education, language ability, work experience, and job offers in BC. Periodic draws are conducted, and candidates meeting the threshold for their stream receive an Invitation to Apply (ITA) for provincial nomination.

While some BC PNP streams require a job offer from a BC employer, others managed outside of the SIRS system may not have such a requirement.

Notably, in 2017, BC PNP introduced the Tech Pilot Program, allowing IT and Tech professionals to migrate to BC and obtain Canadian PR status.

What is the BC PNP Tech Pilot Program?

The BC PNP Tech Pilot Program, officially known as the British Columbia Provincial Nominee Program (BC PNP) Tech Pilot, is a specialized immigration initiative aimed at attracting and retaining skilled tech workers in the province of British Columbia, Canada. The program was designed to address the specific labor market needs of the technology sector in British Columbia, which includes Vancouver and other tech hubs in the province.

Key features of the BC PNP Tech Pilot Program include:

Tech-Oriented Occupation List: The Tech Pilot focuses on specific technology-related occupations. To be eligible, candidates must have a valid job offer in one of the eligible occupations. These occupations cover a wide range of tech-related roles, including software engineers, web developers, data analysts, and more.

Express Entry Alignment: The Tech Pilot is closely linked to the federal Express Entry system, which is used to manage applications for certain economic immigration programs in Canada. To participate in the Tech Pilot, candidates must be eligible for one of the following federal Express Entry programs:

Federal Skilled Worker Program (FSWP)
Federal Skilled Trades Program (FSTP)
Canadian Experience Class (CEC)

Weekly Draws: The BC PNP Tech Pilot conducts weekly draws to invite candidates who meet the eligibility criteria to apply for a provincial nomination. This frequent draw schedule is designed to expedite the immigration process for tech workers.

Increased CRS Points: Candidates who receive a provincial nomination through the Tech Pilot are awarded an additional 600 Comprehensive Ranking System (CRS) points. These additional points significantly increase their chances of receiving an Invitation to Apply (ITA) for Canadian permanent residency in subsequent Express Entry draws.

Job Offer Requirement: To be eligible for the Tech Pilot, candidates must have a valid job offer from a British Columbia employer in one of the eligible technology occupations. The job offer must be for a full-time, indeterminate (permanent) position.

Minimum Wage Requirement: The job offer must also meet or exceed the minimum wage requirements for the specific occupation in the region.

Other General Eligibility Criteria: Candidates must meet the general eligibility criteria for the BC PNP and the specific requirements of the Express Entry program they are eligible for.

The BC PNP Tech Pilot Program is a popular choice for tech professionals looking to immigrate to Canada and work in British Columbia’s thriving technology sector. It provides a streamlined pathway to permanent residency for individuals with the skills and job offers needed to contribute to the province’s tech industry. As program details may change over time, it’s advisable to consult the official BC PNP website or seek guidance from immigration professionals for the most up-to-date information and eligibility requirements.

What is the processing time for BC PNP?

The estimated processing time for applications under the British Columbia Provincial Nominee Program (BC PNP) varied depending on the specific stream or category. Here are some general timelines:

Skills Immigration (SI) and Express Entry BC:
The estimated processing time for nomination applications under these streams was around 2 to 3 months.
Entrepreneur Immigration (EI):

For applications through the Entrepreneur Immigration stream, the estimated processing time was approximately 6 weeks for the stage of Registration Score Notification from the date of registration. An additional 4 weeks for processing needed to be included from the date of application submission until the notification of decision (at the stage of Work Permit).

Federal Level Processing:

For non-Express Entry nomination applications from the provinces processed by IRCC at the federal level, it typically took between 15 to 19 months. The average processing time for Express Entry streams was around 6 months.

Please note that these were approximate processing times. It’s important to keep in mind that processing times can vary based on factors such as the specific stream, the volume of applications received, and any changes in program policies or procedures.

How to calculate points for BC PNP?

The British Columbia Provincial Nominee Program (BC PNP) uses a points-based system called the Skills Immigration Registration System (SIRS) to assess and rank candidates for nomination. The SIRS assigns points based on various factors to determine a candidate’s eligibility for the BC PNP. Here’s a general overview of how points are calculated:

Core Human Capital Factors:

Education: Up to 25 points
Points are awarded based on the highest level of education completed.

Work Experience: Up to 35 points
Points are awarded based on the number of years of work experience relevant to the occupation.

Language Proficiency: Up to 30 points
Points are awarded for proficiency in English or French. This includes listening, speaking, reading, and writing skills.

Age: Up to 12 points
Points are awarded based on the candidate’s age at the time of application.

Additional Factors:

Job Offer: Up to 10 points Points are awarded for having a valid job offer from a BC employer.

Adaptability: Up to 10 points Points are awarded for factors such as a spouse’s education, previous work or study in BC, or having a close relative in BC.

Regional Immigration Categories:  Additional points Depending on the specific category and location, additional points may be awarded for regional priorities.

Total Points: The total points are calculated by adding up the points from all the above categories. The minimum score required to be eligible for the BC PNP varies depending on the specific category and stream.

600 Additional CRS Points for Express Entry:

Candidates who receive a provincial nomination through the BC PNP receive an additional 600 Comprehensive Ranking System (CRS) points, significantly increasing their chances of receiving an Invitation to Apply (ITA) for Canadian permanent residency.

It’s important to note that meeting the minimum points requirement does not guarantee nomination. The BC PNP may adjust the points threshold based on their priorities and the number of applications received.

Candidates can create a profile in the BC PNP’s online system and provide information about their education, work experience, language proficiency, and other factors. Based on this information, they will receive a score out of 200. Periodic draws are conducted, and candidates meeting the threshold for their stream in that draw are invited to apply for a provincial nomination.
